With a Skil saw, Liquid Nails, 1" staples, and galvanized T-hinges from Home Depot. Standard restaurant grade, I'm afraid. (I just quoted matching some existing booth seat boxes made exactly this way). If they have fancier tastes, they need a fancier budget.
