When I delete the bottom drawer, the top rail gets deleted also.

Brian Shannon,
This is very peculiar. Also, something Justin may want to look at.
Have you tried removing the face frame and replacing it. Basicly starting over. I know it's a pain, but...it will work.
I would also trash that cabinet if it is a seed cabinet.

Not a big deal to remake it. I just thought the boys @THM might want to take a look. It WAS altered from this seed. The seed seems O.K.

Brian,
I did remove the face frame and replace it and it seemed to work. I think Justin will catch the thread and take a look at the cabinet.
It is a gremlin. If you have any idea of the steps you took to get to where that cabinet is now, it will help them to figure out what happened to the seed to cause this. It could be any thing from switching from face to frameless, going from editor to editor and back... you never know...

If the seed was from an earlier build and has not been updated it might cause this also.

Brian
I will take a look at this cabinet, Michael is right, I do need the steps you took to create this cabinet. I will try to reproduce this from scratch. I will let you guys know what I find out.
Thank You
Justin
