Why can't I do this?
I have searched the documentation, but I must be missing something.
I need to do some fine surgery and need to get close.

To zoom in parts editor, you can use + and - to zoom in and out. You can also hold down the CTL key, left click and drag a window around the area you are wanting to zoom in on. The window will be represented by a blue box as your dragging the view size. The HOME key will then reset your view once your done.
To pan, you first need to set your pan increment amount. To do that; right click, select MOVE INCREMENT than PAN. Once you have set that amount, you can then simply use your arrow keys to move in the appropriate direction the amount you specified.
