Cutout Problem

Cutout Problem
We are building the attached kiosk that has two panels cutout. The front one is a display panel that is just a bezel surrounding a touch screen and the one behind it is what the screen bolts and vents through. The problem is control nesting whats to turn the front panel to dust instead of just routing it out, the inner panel control nesting wants to turn the entire panel to dust instead of drilling the 4 holes and cutting out the small square.
