Restricting The design of cabinets?

Is there a way or could there be a way to lock a cabinet and or cabinets in a library of cabinets to restrict and/or prohibit a user from altering the design of the cabinets in a particular library, for example. The user would be allowed to resize the cabinet based upon the settings in the design lock and maybe change the materials. But not any of the settings like toe kick height deck insets rail and stile widths. In other words the designer of the library could select what parameters are allowed to be altered and what parameters are not allowed?
