Geometry sets

Please see attached. I can't get the bottom geometry set to work. I drug my box horizontally for the set to hold the tool pass 7mm vertically when I resized. I thought maybe it was because I made the first set on top. So I deleted the sets and made the bottom one first it still didn't hold (see second pic) has anyone had this issue?
