Issues with Library Downloads

Ive downloaded a couple of libraries but they wont install and I get an error of 1344. Ive tried the C++ install with no resolve.
It automatically connects with a weird version of Internet Explorer of all things. Im using Win10 and it has Edge or Chrome. I didnt even think IE still existed. Is the software way out of date? I used this years ago but that was quite awhile ago. Any work arounds for this problem? Any help would be great.
