Stretcher question

Quick question (Hopefully a simple answer!)
Can one define a stretcher between two stretchers?
I want to put a stretcher from the back top horizontal one to the front one on both sides and in the middle, but when I select both and try to define a stretcher it comes up with a message that says :-
The requested change resulted in an unworkable dimension for a Up Down stretcher. Press OK to restore previous settings. ( Only the Up Down selection is available to choose from)

Hope it is explained clearly

Instead of using stretchers horizontally, use fixed shelves with insets. Then you can use stretchers between them.

Rick,
Thank you for your reply, but I do not understand. How much inset? Is it until what is left, is as big as I wanted the stretcher in the first place? I am actually using the stretcher to simulate a frame of square tubing that will then recieve a shelve on top of it. It is for a worktable that I must build for someone. It will also have two sides that will fold up/down to extend the table.
Thanks for any input
(I know, I know I should propably use display panels or display boards, but I thought it would be quicker to define stretchers?)

Hi Paul Will this help any I cut out the shelfs.
Here is a shelf bracket (You can resize it)
I have to go I am painting one of our apartments for May 1
I was letting the paint dry it will need a 2nd coat
