Dan, there could be a way if he save the panel in a .HSF!
Look Andrew, you need to export your part or panel that you created in Ecabinet system object file (*.hfs) to be able the scale the part in question.
How to do it:
1: Create your part the shape you want
2: Instead of saving in your regular cabinet or other files that you have, click files, export selection and save it in a file that you create (i called it "special" it's easier to find it after in the Ecab files.
3:Open diplay part editor and load the part in question

4: Modify it if needed for the aspect of the material and colors or what ever you need it to look like and save it in :sample_HFS and give it a name

5: Now you are able to open it in the cabinet editor from the display object and resize it if needed or simply load your the part in your "Custom layout" (where you're working with the cabinets on the floor plan) and resize it as needed
It's a bit long to do but this way you can create all kind of parts and tweak them to the size you need!
