Before I try to make a tool to create a rosette, Is this possible, I mean how would you tell the tool to plunge into the face of the part?

Here's a quick and dirty demo...
First, make your tool so it looks something like this:
Then draw a circle the size of the center "knob" on the center of the part in Contour Mode.
Then profile the circle in chain mode, setting the plunge so it gives the depth you want.
This one was very quick and crude...I didn't measure at all, just tossed it together.

Oh, make sure you design the tool so that the highest part of the center is the same as the other rings...not like mine where it left a flat top because it is lower than the others.

But I cheated, I made a square block and cut a hole in it and then put a round rosette in the hole
