Size of Blind Dado on Stretcher

Any ideas why the blind dado on the stretcher of the attached cabinet doesn't extend to within an inch of the bottom?

I think the strecher was added in the up down orentation and then rotated to the front to back orientatio, but upside down. This is why the top/bottom tenion switch was working backwards.
In the upside down posision the front inset onthe sides were affecting the dados. I deleted the strecher and added a new one in the front to back orentation and it worked just fine.
